 Given the choice of
two cards of identical rank and
suit, one in the top and one in
the bottom row, it is usually best to move the card from the bottom row
because it may become blocked in subsequent deals. Exceptionally, it may be
better to remove a card from the top row if by doing so another card is
freed immediately.
